Tony F. De Alicante was born in Portland, Oregon. After studying business administration at Pacific Lutheran University in Tacoma, Washington, he earned his master's and law degrees at Willamette University in Salem, Oregon. During his time at Willamette, he worked as an extern for the Oregon Supreme Court. Upon graduating from Georgetown University Law Center in 2002, Tony obtained his LL.M. in Taxation.
